Degree in Marine Biology (5-year course with undergraduate thesis), PhD in Geophysical Sciences-Physical Oceanography, and DSc (Habilitation/"Agregação") in Marine Sciences. Head of IPMA’s Ocean Observing and Monitoring Unit. Full Researcher (Investigador Coordenador) at IPMA (the Portuguese Institute for the Sea and the Atmosphere) and a member of the Group of Oceanography and Climate Changes (OC2) of the Centre of Marine Sciences of Algarve (CCMAR). Presently, he is the Portuguese (National) Focal Point for IOC-UNESCO Argo Programme, the representative of IPMA in EuroGOOS, Advisor for the National Delegate in EMSO-ERIC, Alternate National Focal Point for GOOS, Alternate National Delegate to ICES SICOM, a member of the IPOD-ICES/PICES Ocean Decade, Co-chair of the Steering Committee of the Fishing Vessel Ocean Observing Network (FVON), and the President of the Portuguese Oceanography Society (APOCEAN). Former: Co-chair of the EuroGOOS/Euro-Argo Task Team, one of the Coordinators of the “Sea Agenda" for the Portuguese Ministry of Science and Technology, President of IPMA’s Scientific Council (2012-2017), President (2015-2016) and Vice-President (2014) of the Forum of State Laboratories Scientific Councils, a member of the Portuguese IGBP/Global Change Committee, and the National Representative for GLOBEC core project. Research interests: physical-biological interactions in the ocean through an end-to-end approach, development of ocean observing systems, impact of global change in the ocean (especially in upwelling systems), fisheries oceanography, fish ecology and the applications of satellite remote sensing to marine fisheries and oceanography. Projects: > 40 national and international projects (11 as a coordinator or PI). Publications: > 100 publications, > 3250 citations and h-index of 29 (Scopus).
